PGCMLS is seeking a Safety and Security Coordinator to oversee various security initiatives across the Library. You will work with Library and branch management to determine the allocation, training, and scheduling of security staff, address security staff performance issues, oversee the building surveillance and secured entry systems along with the GPS tracking units on the fleet vehicles. You will coordinate, develop and administer programs to ensure employee and customer safety and security as well as ensure compliance with safety, security, health and environmental regulations, and policies and procedures.


Essential Functions:
  1. Communicates regularly with the security services vendor(s) to ensure that all security staff understand library policies and procedures, are trained to implement them professionally and effectively, and consistently meet library performance expectations. Promptly addresses performance concerns and issues related to security staff.
  2. Visits and/or communicates with all branches and departments at least monthly to conduct security assessments, check in on any security needs with supervisors and staff, and to monitor contracted security staff performance. Provides additional backup to supervisors when security situations warrant. Maintains open communication with contracted security staff and library management and staff.
  3. Develops, coordinates, and implements regular and ongoing security, safety and emergency preparedness training for all staff on areas including but not limited to: active shooter, de-escalation, workplace safety, defensive driving and emergency evacuation drills. Works with the Staff Development Coordinator to identify and schedule staff security-related trainings.
  4. Oversees the investigation and resolution of security issues related to public disruptive behavior that occurs at branches and administrative offices including, but not limited to: incident reports, banning process, subpoenas, warrants, video surveillance and video footage requests, and representing the Library in court.
  5. Oversees the CCTV surveillance and secured entry systems as well as the GPS tracking system on the fleet vehicles.
  6. Maintains access and identification cards for employees including, but not limited to: programming access cards for appropriate branches/departments; deactivating and reissuing lost, damaged, and stolen cards; and assisting vendor with access group setup.
  7. Gathers and saves in a manner consistent with County and Library guidelines all relevant security footage related to library incidents and accidents, and works with library administration and management to fulfill footage requests for subpoenas and warrants.
  8. Acts as a primary point of contact with Prince George’s County Police Department regarding library security matters.
  9. Serves as the Library’s Safety Officer. Ensures Library safety policies, procedures and practices are in compliance with applicable OSHA, local, state, and federal laws and regulations.
  10. Maintains and updates the PGCMLS Safety & Emergency Manual. Prepares monthly Staff Safety Newsletter.
  11. Maintains safety equipment throughout the system which may include Bleed Control Kits, Automatic External Defibrillators, CPR barrier kits, etc.
  12. Maintains as part of the Hazard Communication Plan, the master Safety Data Sheets (SDS) for approved chemicals. Periodically inspects facilities for unauthorized hazardous chemicals/materials and removes as required.
  13. Serves on the PGCMLS Health and Safety Committee; participates in other systemwide planning teams and committees as necessary.
  14. Adheres to current library policies, procedures, and the union contract.
  15. Attends meetings, training, and workshops as assigned.
  16. Assists with special projects as required.
  17. Performs other duties as assigned.

Qualifications:
  1. Associate degree in criminal justice, business administration, or related field.
  2. Four years of experience in the areas of safety, security, or law enforcement.
  3. Completion of OSHA 30-hour General Industry Training Program preferred.
  4. Training experience or the ability to conduct trainings, desirable.
  5. Experience using Microsoft Office Suite or Office 365, Google Workspace, and Zoom.
Knowledge, Skills, and Abilities:
  • Ability to gain thorough knowledge of Prince George’s County Memorial Library System’s practices, policies, procedures, and community.
  • Possesses strong verbal and written communication and ability to handle emergencies and de-escalate situations in an effective and consistent manner.
  • Maintains an awareness of the physical work environment and all PGCMLS policies/procedures, including security procedures; responds to security issues in consultation with in-charge staff member(s).
  • Demonstrates professionalism, accountability, and the ability to manage self-directed work.
  • Ability to effectively lead teams and manage multiple projects in dynamic environment.
  • Strong attention to detail, organization, and problem-solving skills.
  • Knowledge of applicable OSHA, local, state, and federal standards, regulations, laws and codes.
  • Knowledge of basic methods of accident or incident investigation, analysis and reporting.
  • Ability to maintain confidential operational and customer information at the direction of supervisors.
  • Commitment to community, public service, and providing exceptional customer service.
  • Willingness to travel (usually within the county), approximately 50% of the time.
  • Constantly positions self to sit, walk, pull, push, bend and stoop; occasionally moves or lifts up to 20 pounds.
