This position is located in the Architect of the Capitol, Office of Inspector General (OIG).

The incumbent serves as an Investigative Analyst. The Investigative Analyst provides research, analysis and evaluation of information and works in coordination with Special Agents (case agents) to achieve the mission objectives and strategic goals of the OIG, to prosecute cases and pursue civil or administrative judgments.

This is a developmental position progressing to the full performance level (FPL) target as an Investigative Analyst, GS-1805-13.

Conducts Analysis Related to Criminal, Civil and Administrative Investigations:

Serves as an investigative analyst in an entry-level capacity for OIG, particularly the Office of Investigations.

Researches, analyzes and reports on a variety of investigative, financial and intelligence information to support ongoing investigations.

Identifies the appropriate software applications and analytical tools to enter, capture and process data to assist with the reconstruction of events and aid in the identification of patterns of criminal conduct or administrative violations.

Serves as a member of a diverse OIG team, with multiple roles including investigations, audits and evaluations.

Policy Analysis and Development for Investigative Programs:

With some guidance, drafts sanitized results and investigative summaries for publication, ensuring the integrity of ongoing investigations.

Supports collection of investigative metrics and follows compliance with federal standards and expectations for investigative performance management.

Investigative Program Liaison Activities:

Participates in intelligence sharing task forces or operations with other federal agencies, including FBI, US Capitol Police, Homeland Security Investigations, IRS and other local, state and federal law enforcement and intelligence agencies.

Develops relationships and builds effective partnerships with individuals and experts in the private and government fields of analytical research and related tools on behalf of the OIG.

This position requires a Secret clearance and a valid driver’s license are required.

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-09 grade level must have at least 52 weeks of specialized experience equivalent to the GS-7 grade level in the Federal service.

Specialized Experience is defined as having 3 of the 4 following (experience must be reflected in resume)

1.) Provides investigative or inspection support.

2.) Performs routine tasks to support the inspection, investigation, enforcement, or compliance process.

3.) Establishes investigative findings and prepares reports.

4.) Uses analytical techniques, software applications and programs, and database management tools to conduct research and gather data.

Education: Master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Criminal Justice, Psychology, Homeland Security, etc.

Combination of education and experience as listed above.

Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the GS-09 grade level in the Federal service.

Specialized Experience is defined as having 4 of the 5 following (experience must be reflected in resume):

1.) Provides investigative or inspection support.

2.) Performs routine tasks to support the inspection, investigation, enforcement, or compliance process.

3.) Establishes investigative findings and prepares reports.

4.) Researches, analyzes, interprets, and evaluates data and information to make appropriate recommendations.

5.) Gathering, researching, and analyzing various types of data from federal, state, local, and public

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. Field of study must be related to position.
