This position is located in the Youth & Family Engagement Bureau, within the Youth & Family Services Division. The incumbent serves as the Cellblock Processing Technician and provides assistance and guidance to new employees/lower grade technicians and ensures that the arrestees are searched, fingerprinted, photographed, and held in secured and safe custody.

This Cellblock Processing Tech position is covered under the National Association of Government Employees (NAGE R3-5) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.

The incumbent will be responsible for the following:

  • Conducts a cell check at the beginning of the shift in order to confirm that the prisoner listed on the cell sheet is in the correct cell. Conducts a security check of unoccupied cells for weapons and contraband, reports the found property and other conditions to the supervisor, and records the check-ins in the appropriate log.

  • Conducts cell checks at least every thirty minutes to determine the current status of prisoners in the Cell Block.  Enters occupied cells in a safe and secure manner according to procedures.  Awakens prisoners to determine their condition, ensures their presence and records the cell check-in the appropriate log.

  • Conducts special cell checks, at least every ten minutes in order to determine the status of prisoners who pose a potential suicide threat or have special needs, e.g., wheelchair-bound, crutches, etc.  Determines the condition of prisoners; notifies the supervisor of suspicious or special circumstances and records the check-in the appropriate log.  Assists in conducting a daily inspection of the entire facility.

  • Provides prisoners food and drink according to the prescribed schedule.

  • Examines the transport vehicle at the beginning of each shift and as required, ensures that the vehicle is properly equipped for safe use, has not been tampered with since last use, is free of weapons, contraband, etc.  Checks vehicle for damage or defects and completes the Daily Vehicle Inspection and Activity Report.

  • Notifies the proper authority of the presence of juveniles, as appropriate.

  • Verifies the identity of law enforcement officers from other agencies.

  • Ensures that prisoners are processed within one hour of arrival to avoid a “lively” decision.

  • Receives and reviews PD 163 arrest packages from the transport officer for accuracy and completeness of information and verifies that the Washington Area Law Enforcement System (WALES) and/or National Crime Information Center (NCIC) printout is attached to the Arrest/Prosecution Report and proper charges are specified, enters information in Criminal Justice Information System (CJIS).  Verifies that the arrest number and other information entered into CJIS matches the information on the PD 163, and resolves discrepancies with the transport officer.  Returns incomplete paperwork to the transport officer and cease processing the arrestee.

  • Ensures injured prisoners are accompanied by an Arrestee Sick/Injury Report.  

  • Conducts a visual scan of arrestees for injuries, medical conditions, or possibly mental illness and returns those with medical conditions, injured, or complaining of pain/injury to the transport officer.

  • Reviews the WALES/NCIC printout to determine if outstanding warrants have been included in the changes section.  Takes custody of the arrestee and instructs to empty pockets, take possession of excessive money or items which could cause injury.  Completes a property report and gives property to the transport officer.   Conducts a full field search for concealed weapons and contraband and returns prisoners with weapons or contraband to the transport officer.

  • Records the prisoner’s height, weight, hair color, eye color, complexion color, description, and location of any visible scars, marks, tattoos and records on the arrest report.  As required, photograph prisoners; take headshots/full-length images and complete the photo log. Checks prisoners’ clothing against the arrest report description.  Ensures prisoner’s PD ID number is correct and enter in CJIS.  Following the return of the arrest report from AFIS, as necessary, amends the CJIS record, e.g., aliases, changes in date of birth, etc.

  • Provides Station Clerk Officers with arrest package to begin booking arrestee.  Operates the Live-Scan automated fingerprint system using a standard keyboard, enters arrestees’ information and takes legible manual and automated fingerprints, secures a thumbprint, e.g., first-time offender then forwards paperwork to the Automated Fingerprint Information Section (AFIS).  Attaches the wristband produced by AFIS to the prisoner.  Assigns the prisoner to a cell and records the cell number and the court in CJIS/WALES.

  • Resolves discrepancies about the information contained on the PD 163 and the results of the fingerprint search, e.g., wrong name, social security number, alias, outstanding warrants, etc.  Notifies the arresting unit and records the name of the officer notified, amends the PD 163 as required.  

  • Prepares the van sheet or lock-up list on prisoners being transported to the U.S. Marshall’s Cell Block, along with required documents.  Retrieves the proper prisoners from their cells by reviewing the van sheet and ensuring that the PD ID numbers match; flex-cuffs prisoners and provides attire as needed, e.g., shoes, jumpsuits.  Informs prisoner of the sequence of events and escorts to the transport vehicle.  

  • Secures prisoners in the transport vehicle and ensures that prisoners with special needs are accommodated safely.  Assists in transporting prisoners to the appropriate court; maintains order and security in the transport vehicle; submits proper documentation to the court authority; searches the vehicle before it is reused to ensure that a prisoner has not left any items in the vehicle; processes found property and contraband as required; completes the PD 775.

  • Processes prisoners being released on Citation Release or Elect to Forfeit.  Escort prisoners eligible for Citation Release to the point of release.  Prior to release, verifies the prisoner’s identity, by the wrist band/social security number against the PD 163.  

  • Retrieves, verifies and issues prisoner property; have arrestee sign for receipt of property in the property logbook and sign the logbook.  

  • Recognizes signs of potentially dangerous or violent persons and any other type of situation that might pose a threat to the safety or security of personnel and prisoners, e.g., escape attempt, self-inflicted injury, etc., and immediately report conditions.  

  • Subdues unruly or combative prisoners and uses the minimum level of force necessary to prevent violence, escape, self-defense, etc., and prepare incident reports of events.  Provides first aid, including cardiopulmonary resuscitation and an automated defibrillator as required and documents events.

  • May be summoned to testify in court concerning incidents in the Cell Block.

  • Maintains the security of the Cellblock by periodically checking that all cell doors, entrance doors, entrance gates, other protective devices are locked.

  • Responds to inquiries about prisoners from family members, law enforcement officials, attorneys, etc.  

  • Assists in booking prisoners, acquiring laboratory numbers, logging check-in times, tag checks, WALES checks, etc.  Assists in logging information in the PSS book.  Assists walk-in citizens/visitors at the Counter.  Issues accident reports, photocopy the reports and return to file, issues temporary parking permits, answers telephones, escorts visitors, processes fines, issues receipts, etc.   

  • Periodically attends training to obtain certification, refresher and new training as required.

  • Performs work area checks for unsafe conditions and takes steps to correct them.

  • Performs other related duties as assigned.
