Homeland Security Investigations (HSI) is the largest investigative agency of the U.S. Department of Homeland Security. HSI is a vital United States asset in combating criminal organizations exploiting America's trade, travel and financial systems.

HSI’s workforce includes special agents, intelligence research specialists, technical enforcement officers, computer forensics analysts, seized property specialists, auditors, and administrative staff. Its men and women are assigned to cities throughout the U.S. and to offices around the world.


Student Volunteer Internship

HSI recruits interns from a wide variety of educational backgrounds, including criminal justice, business and public administration, computer science, and engineering.

The Student Volunteer Internship provides unpaid opportunities for undergraduate and graduate students, who want to develop their professional skills, exposure to law enforcement, and explore career paths within HSI.

Students may enroll in a internship course to earn academic credit upon successful completion of the
program. The Fall 2023 program will take place in Baltimore, MD. Students must have transportation.

This position is located in the Metropolitan Police Department (MPD), Homeland Security Branch (HSB), Joint Strategic and Tactical Analysis Command Center (JSTACC), Operational Analysis Branch (OAB).  It works in direct support of MPD, HSB, Office of Intelligence (OI).  The primary purpose of the position is to collect, analyze, evaluate, disseminate, and provide assessments on homeland security threats and domestic security intelligence.  

This Homeland Security Analyst position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.

The incumbent will be responsible for the following:

  • Coordinate intelligence analysis work of major, high-priority cases which are central to agency objectives, coordinate verification of data, and participate in meetings and briefings.
  • Gather, research, analyze, evaluate, and develop intelligence information to support the Office of Intelligence. 
  • Prepare comprehensive intelligence and threat assessment reports in support of the OI mission. 
  • Extract and organize complex statistical data and queries databases for intelligence data and background information based upon identified parameters, retrieving pertinent data in appropriate output format, and disseminating to command staff and other relevant stakeholders.
  • Reconcile ambiguous and conflicting data and develops methodologies, hypothesis, concepts, and guides to resolve problems in response to operations.
  • Prepare maps and graphs and applies advanced mapping techniques to provide research, analysis, and other findings in a visual format.
  • Review, evaluate, and make recommendations regarding computer software and hardware related to intelligence analysis.
  • Create presentations and other media materials for briefings to the executive level staff and the Mayor’s Office.
  • Establish working relationships with counterparts in local, state and Federal law enforcement agencies for the purpose of exchanging pertinent information and providing free flow of information.
  • Provide accurate and timely intelligence to need-to-know stakeholders. Represents the branch and MPD authoritatively to key officials and organizations.
  • Provide administrative support and assistance to the Office of Intelligence for their assigned duties. Draft analytical overview.
  • Perform other related duties as assigned.

Qualifications

  • Knowledge of MPD, District and Federal laws, regulations, executive orders, directives and agreements which govern the intelligence analysis work to include DC Code § 5-333.01 (Police Investigations Concerning First Amendment Activities Act of 2004) and 28 CFR Part 23. Knowledge of the roles, responsibilities and programs of MPD and other government agencies involved in the First Amendment activities and threats against government officials. 
  • Knowledge of a wide range of concepts, principles, and practices involving criminological theories and research methodologies; the use of investigative and intelligence gathering systems; information search and retrieval techniques and procedures; and automated intelligence systems.
  • Knowledge of fact-finding methods and analysis to conduct complex analysis; extract and summarize information received from the intelligence community and other law enforcement agencies into a single cohesive report; and determine supplemental leads for further research and analysis. 
  • Knowledge of modern investigative and intelligence techniques, methods, and information sources.
  • Ability to effectively analyze and communicate sound and authoritative recommendations on highly complex and sensitive law enforcement issues/cases.
  • Knowledge sufficient to serve as recognized technical authority in the intelligence analysis area and to serve as an authoritative MPD representative to outside organizations.
  • Strong communications skills, sufficient to present information convincingly to audiences including outside agencies and private sector representatives with divergent and conflicting views on issues involved.
  • Ability and skill to speak and write effectively and analyze criminal intelligence information.
  • Ability to establish working relationships with representatives of other governmental entities and the general public relating to criminal justice system activities.
  • Ability to present and preserve evidence.
  • Ability to develop comprehensive written, accurate, clear and concise reports, and present findings to various audiences.
  • Ability to interpret oral, written, or technical information and data dealing with complex variables to identify, analyze and produce comprehensive management reports.

A bachelor’s degree in Criminal Justice, Homeland Security, or related field is preferred.

Work Experience

Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-09 grade level, or its non-District equivalent, gained from public or private sector. Specialized experience for this position includes, but is not limited to: experience carrying out intelligence analysis responsibilities; analyzing and evaluating complex intelligence data; experience researching, analyzing and interpreting statistical data and information; ability to brief senior management on complex law enforcement issues; comprehensive knowledge of modern intelligence and law enforcement techniques and methods and information sources and ability to establish working relationships with representatives of other organizations.

About the Department:

The Montgomery County Department of Correction and Rehabilitation (DOCR) is responsible for the intake, reception and diagnostic functions including law enforcement processing of adult male and female offenders arrested in Montgomery County. Responsibility also includes the custody and care of male and female offenders who are either in a pre-trial status or serving sentences of up to 18 months. Progressive and comprehensive correctional services and programs are provided to all inmates covering substance abuse treatment, mental health issues, cognitive behavioral modification programs, education, life skills, and workforce development.

Correctional Officer is responsible for providing security, custody, care, order and discipline for a segment of the inmate population.

What you’ll be doing:

  • Working in direct supervision posts within inmate housing units with a Field Training Officer and more senior Officers during your first year (work location assignment can be at Rockville or Boyds/Clarksburg).
  • Learning on-the-job by receiving substantial training and instruction in the application of basic safety and security policies, procedures, and methods with regard to interaction with and supervision of the inmate population; use of equipment, application of post instructions, and implementation of general standard operating procedures.
  • Enforcing clearly defined institutional rules and procedures by performing tasks such as providing input into the daily log, escorting inmates, issuing clothing and bedding, completing routine intake paperwork, conducting perimeter checks of the fence line, etc.
  • Reporting activities/situations that are unusual or irregular and those situations where guidance is needed in order to make the appropriate response or take the appropriate action.
  • May participate in the processing of arrestees in the Central Processing Unit; as directed and under close supervision, performs such tasks as taking photographs and fingerprints of criminal arrestees, escorting defendants to and from hearings before the District Court Commissioners, and recording hearing and disposition information.
  • Opportunities to participate in special assignments that can provide additional experience and career growth after meeting requirements which include Instructor, Accreditation and Compliance Officer, Emergency Response Team, Field Training Officer, Central Control Team, Workcrew and more.

A Correctional Officer candidate should be able to:

  • Acquire knowledge of the rules, regulations, and procedures pertaining to those posts and basic principles to working within a correctional environment with direct supervision of inmates.
  • Exercise good judgement in controlling offenders individually and in groups.
  • Prepare brief written reports summarizing facts related to inmate actions.
  • Deal tactfully, effectively, and equitably with people.
  • Work during a period of general emergency, liberal leave or inclement weather as an essential employee.
  • Successfully complete a comprehensive background investigation, an interview, psychological evaluation, medical examination and drug/alcohol screen.
  • Acquire Correctional Officer certification within the first year of the probationary period from the State of Maryland after attending the academy.  Candidates who obtained MPCTC Correctional Officer certification within the last three (3) years will not need to attend the State Academy.

  • Exam consists of multiple-choice questions and a written portion. Level of difficulty is based on a High School Diploma or G.E.D.

Step 3: Conditional Job Offer

  • Applicants who successfully complete the above step will be extended a contingent offer of employment

Step 4: Background Investigation

  • In-depth interview of applicant

Step 5: Medical and Psychological Evaluation

  • Physical Abilities Test

  • Ability to hold shotgun in correct stance for one (1) minute
  • Comprehensive physical exam will require additional medical requirements to include a psychological evaluation
