Description
The Department of Public Health’s (DPH) Bureau of Substance Addiction (BSAS) is seeking a dynamic applicant to fill the role of Criminal Justice Coordinator for BSAS.

The Criminal Justice Coordinator will assist the Criminal Justice Coordinator III with Coordinating, monitoring, developing, and implementing programs designed to serve justice-involved individuals with histories of substance use disorder. In particular, the incumbent will monitor and evaluate programs and initiatives aimed at improving health and other positive outcomes for justice-involved individuals from Houses of Corrections, Departments of Correction, and other correctional settings on a statewide basis. Reviews and analyzes data as assigned. Response to inquiries about projects, maintains liaison with local programs, other relevant DPH staff, outside consultants, and other state agencies. Develops reports, attends meetings, makes presentations, and performs other duties, as assigned. in the delivery and monitoring of criminal justice-related activities as assigned.

Duties and Responsibilities (these are a general summary and not all-inclusive):

  • Coordinates and monitors programming and contracted services for individuals with histories of substance use disorder who are re-entering the community from incarceration statewide with a particular emphasis on expanding and enhancing services for men of color.
  • Organizes and monitors the implementation of initiatives designed to increase positive health outcomes using a public health model for individuals with substance use disorders who are incarcerated or otherwise involved with the criminal legal system. 
  • Convenes provider meetings and facilitates access to available training and technical assistance.
  • Collaborates on the implementation of statewide projects and initiatives designed to increase access to medication for opioid use disorder for individuals in correctional settings and upon re-entry into the community.
  • Performs data analysis and conducts site visits for assigned contracts and related programming.
  • Work together with other State and community-based partners on related initiatives for individuals re-entering the community or otherwise involved in the criminal legal system.
  • Ensures compliance with established policies, procedures, and standards.
  • Provides technical assistance to assigned contracts around programmatic, clinical, fiscal, and data collection-related issues. Evaluates programs and activities in order to determine progress and effectiveness, and to make recommendations concerning changes as needed.
  • Performs related duties such as attending meetings, and conferences, maintaining records/files, writing grants, and preparing reports. Performs other duties as assigned.

Required Qualifications:

  • Knowledge of the public health addictions intervention, treatment and recovery support services system and the criminal legal system.
  • Understanding of clinical and programmatic practices as they apply to addiction intervention, treatment and recovery support and the criminal legal system.
  • Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations.
  • Knowledge of the methods of general report writing.
  • Able to understand and oversee assigned program budgets and billing. Ability to maintain accurate records and documentation.
  • Capable to communicate effectively and establish rapport with others.
  • Capability to plan and organize work schedule to efficiently manage responsibilities of position.

Preferred Qualifications:

  • Knowledge of the public health addictions intervention, treatment, and recovery support services system and the criminal legal system.
  • Understanding of clinical and programmatic practices as they apply to addiction intervention, treatment and recovery support, and the criminal legal system.
  • Able to analyze and determine the applicability of data, draw conclusions, and make appropriate recommendations. Knowledge of the methods of general report writing.
  • Comprehension of regulations, policies, procedures, laws, standards, and guidelines governing assigned activities. Knowledge of the organizational structure and functions of the Bureau.
  • Understanding of the types and uses of agency informational systems.
  • Awareness of the implementation and management of federal grants and state appropriations. Ability to manage contracted services and collaborate on state systems
