Duties

The incumbent of this position will occupy an entry level Administrative Analyst position. This opportunity offers tailored learning and development activities to include: formal and informal instruction, guidance, and mentoring. The goal of this career development plan is to enable the selected individual to meet the requirement of the full performance level. At the successful conclusion of the development period, the full performance salary range increases to $71,533 to $125,407.

This position will report to the Chief Counsel in the Rules Committee Staff (RCS) in the Office of the General Counsel (OGC).The OGC is seeking a self-motivated entry level Administrative Analyst for the RCS and six Judicial Conference committees that it supports. The RCS provides support to the Committee on Rules of Practice and Procedure and the five Advisory Committees, planning committee meetings, tracking suggestions for rules amendments, publishing and soliciting public comment on proposed amendments, and ensuring that amendments to the rules of procedure and evidence are considered and implemented according to statutory requirements and Judicial Conference policies. The incumbent will be responsible for coordinating logistics for committee meetings and events, managing calendars, preparing meeting-related correspondence, and handling administrative duties. The ideal candidate must communicate effectively, both orally and in writing, and have strong organizational skills and attention to detail to ensure the smooth operation of the RCS and committee activities.

At the entry level, the incumbent performs professional entry level assignments specifically designed to prepare the incumbent for higher level professional work. The incumbent will participate as a team member working under the direction of the RCS Management Analyst and RCS Chief Counsel. As competencies in entry level assignments increase, the incumbent will be assigned progressively more complex work with an appropriate level of supervision.

At the full performance level, the duties of this position include, but are not limited to:

  • Planning all logistics for committee meetings, hearings, and related proceedings; adding events to the shared office calendar; polling committee members for availability for calls or meetings; and creating Microsoft Teams invitations and managing virtual events whenever required.
  • Preparing and formatting correspondence necessary for meeting planning and logistics.
  • Analyzing meeting requirements, considering available properties and locations pursuant to all applicable travel guidelines, procurement regulations, and per diem requirements.
  • Tracking meeting spending, budget, and other resources related to meetings and events; and auditing for compliance with applicable regulations.
  • Using the judiciary's automated budget reporting and accounting systems in support of meeting planning; and ordering office supplies in compliance with applicable budgets.
  • Communicating with committee members, consultants, AO and FJC staff, and special meeting invitees regarding various aspects of committee meetings.
  • Providing on-site logistical support for efficient and effective meetings, including the setup of meeting rooms, arranging for audio visual and other technological support, arranging for meals, requesting USMS security details, and performing meeting close-out activities.
  • Performing administrative duties including proofreading, copying and requesting print jobs, and data entry into electronic databases; assisting in the maintenance and support of the office's electronic tracking and filing systems; and drafting technical or informational material such as documents and reports.
  • Handling travel arrangements for RCS staff and committees; and creating travel authorizations and processing travel vouchers for reimbursement.
  • Handling RCS government credit card accounts for meeting-related charges for hotels, flights, and other office purchases (travel card, hotel super card, and purchase card).

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one year of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience providing a broad range of administrative support that includes meeting coordination, budget and financial management, and correspondence management.

  • Familiarity with the judicial regulations and procedures applicable to meeting planning.

Education: If you are using your education to qualify for the specialized experience requirement, you must submit a copy of your transcripts or an itemized list of courses (which includes equivalent information from the transcript e.g., course title, semester/quarter hours, and grade), from an accredited college or university, with a major in a field that provided you with the knowledge, skills, and abilities necessary to do the work of this position.
