Responsibilities

Job Summary

CI Investigators conduct general investigations; investigations to address personnel security suitability or investigations with any counterintelligence and counterterrorism nexus.

Qualifications

The qualifications listed are the minimum acceptable to be considered for the position.

Degree in Criminology, Behavioral Science, Law Enforcement, Psychology, or Political Science is preferred, but a degree in any field is acceptable.

Relevant experience must be in security, law enforcement, behavioral science, counterintelligence investigations, or a related field. A current valid U.S. driver's license is required.

  • Facilitating various groups (i.e., WRAP, WHAM) for Emergency Services clients and therapeutic recreation activities;

Additionally, MFCU investigates reports of abuse and neglect at nursing homes and other health care facilities in New York. The importance of this work is highlighted in the OAG’s report investigating allegations of COVID-19-related neglect of nursing home residents across New York State. Continuing this critical work, MFCU has recently filed four major lawsuits against nursing homes, including Centers Health CareCold Spring Hills Center for Nursing and Rehabilitation,The Villages of Orleans Health and Rehabilitation Center,and Fulton Commons Care Center, Inc. 

Additional significant cases include the sentencing of a Bronx clinic owner for stealing more than $4 million and the extradition from Pakistan and indictment of Medicaid fraud ringleader.

In processing the crime or accident scene, Crime Scene Technician I's take necessary measurements, photographs, castings and collect evidence, including latent fingerprints, shoe and tire impressions to be used in criminal investigations and subsequent court proceedings.

Crime Scene Technician I's are responsible for establishing the chain of custody for evidence, and may be called upon to give testimony in court to explain steps and procedures followed. The work of this class requires writing detailed notes related to the crime scene and supplement collection of physical evidence with sketches and other documentation. Work is performed under close supervision and on other occasions under general supervision within established policies, procedures and technical guidelines. Work assignments are reviewed by a Crime Scene Technician Supervisor upon for conformity to established protocols and chain of custody requirements. Work performance is evaluated on the basis of the technician's consistent adherence to County standard operating procedures, federal, state and local laws governing all aspects of processing the scene of a crime or an accident scene.

Employees in this classification are designated essential employees, must report to work under all weather conditions and requires shift work and overtime. This work involves exposure to hazardous chemicals and biological materials, blood borne pathogens, and bodily fluids. Collection of evidence involves strict adherence to established protocols for evidence collection and preservation. Work of this class involves climbing, reaching, stooping, accessing cramped spaces, and lifting items weighing up to fifty pounds or more. Employees will be required to work overtime, holidays, weekends, and standby duty.


Minimum Qualifications

An associate's degree or 60 college credits from an accredited college or university with major course work in forensic science, chemistry, biology, physics, or a related science and course work in the collection and preservation of evidence or other areas of forensic science or criminalistics; one (1) or more years of experience in the collection and preservation of evidence or a related field of forensic science or criminalistics; and a valid non-commercial Class C motor vehicle operator's license.

The Division of Parole and Probation (DPP) offers an internship program for college students interested in learning about work in the criminal justice system. Interns are considered part of the DPP team and gain practical work experience that complements their academic studies.

What time commitments are required?
Interns must attend an orientation and training session, work a minimum of 10 hours per week, and perform a minimum of 120 hours with DPP. 

What are the eligibility requirements?
  • Be enrolled in an accredited college/university.  Preferred fields of study include: Criminal Justice, Law, Human Services, Psychology, Social Work, Social Services, Social Ecology, Sociology, and Education, Child and Adolescent Development or related fields;
  • Be a legal U.S. resident;
  • Be at least 18 years old if the assignment does not place the individual in a correctional facility or otherwise in contact with an offender; 21 years old if the assignment places the individual in a correctional facility or direct contact in field offices.
  • Possess a valid Social Security card and Driver's License/Identification Card;
  • Possess basic computer skills in MS Word, MS Excel, and email applications;
  • Pass a background investigation which may include fingerprinting, may take up to 30 days to process.  Careful consideration will be given to any criminal history the applicant might have.  Candidates must be 3 years removed from supervision or criminal offense adjudication (with the exception of a NOT GUILTY disposition) before being considered for placement.
How does the application process start?

This Pathways Internship appointment located in the Division of Federal Employees' and Energy Workers Compensation (FEEWC), a national office division in the Office of the Solicitor. The Division is responsible for providing legal services to the Office of Workers Compensation Programs (OWCP) in connection with workers' compensation claims under the Federal Employees' Compensation Act (FECA), the Energy Employees Occupational Illness Compensation Program (EEOICPA), and related statues.


Duties

Incumbent serves as a paralegal specialist in the FEEWC Division and is responsible for his or her own personal case load of subrogation matters. The FEEWC Division is responsible for thousands of cases referred to FEEWC by OWCP in order to determine whether FECA claimants should be required to seek damages from third parties potentially liable for FECA-covered injuries and illnesses and for monitoring any litigation seeking such damages.

Incumbents make initial case analysis to determine that sufficient evidence exists to indicate third-party liability involving the injury or death of a Federal employee or other covered beneficiary. Incumbent also determines advisability of instituting proceedings against a third party given both the past and projected future expenditures of Government funds and the probable cost of securing a recovery.

Incumbent provides assistance in the development of the third-party claim by offering assistance to private attorneys and employees, providing copies of relevant documents from the employee's OWCP case file, and by explaining obligations imposed by the subrogation provisions of the FECA. For employees who are negotiating settlements without the assistance of a private attorney, incumbent advises employees of the applicable statute of limitations to their cause of action as well as how to present a claim. Incumbent also counsels employees to seek private counsel, if deemed appropriate.

Incumbent drafts a variety of legal correspondence concerning application of the subrogation provisions of the FECA and the calculation of the Government's statutory right of reimbursement for disbursements made in accordance with the provisions of the FECA.
