Location: Crownsville, MD
Salary: $55,606 - $65,680


Purpose of the Position

The Data Analyst supports the Governor’s Office of Crime Prevention, Youth, and Victim
Services in implementing the Center of Excellence (COE), focusing on the Crisis Intervention
Team Center of Excellence (CITCE) and the Maryland Behavioral Health and Public Safety
Center of Excellence (BHPS-COE). Additionally, the role involves aiding the coordination,
evaluation, and data analysis for the Maryland Efforts to Expand the Fight Against Opioids
(MEEFAO) project and the Federal FY 2019 Comprehensive Opioid Abuse Site-based Program
award, in collaboration with the Maryland Statistical Analysis Center.

Minimum Qualifications
  • Graduation from an accredited four-year college or university with a degree in criminal justice, data analytics, or social sciences preferred or a combination of relevant professional-level work experience may be substituted.
  • The ideal candidate has a professional understanding of criminal justice, mental and behavioral health, victim services, social work, and/or counseling. Special consideration will be given to applicants who have experience working in data-related fields.

Primary Responsibilities

  • Policy. Assist in developing data policy requirements per legislation, including Senate Bill 305 (2020), Senate Bill 857 (2021), and House Bill 1018 (2022).
  • Data Collection & Analysis. Collaborate on creating procedures for sharing deflection and diversion statistics between state agencies. Develop a scorecard of safety indicators and other specified data. Analyze and interpret data related to grant effectiveness, tracking progress and identifying areas for improvement.
  • Performance Evaluation: Coordinating the performance evaluation of the MEEFAO project and the FY 2019 award is a complex and resource-intensive task. The analyst will ensure that evaluation processes are executed efficiently and in compliance with BJA requirements.
  • Supporting Expansion Efforts: Monitor and assess the impact of expansion efforts, particularly in advancing racial equity and improving law enforcement diversion programs
  • Reporting Requirements. Collaborate on the data aspects of the statewide strategic plan, providing annual updates. Support various initiatives including behavioral health screening processes, investment in preventive services, and the expansion of technology and peer support services.
  • Meetings. Represent the Office and Administration on committees, councils, workgroups, conferences, and other events as needed.

Special Knowledge Skills and Abilities
  • Proficiency in data management, statistical analysis, research techniques, and survey implementation.
  • Knowledge of data visualization tools such as Power BI, Tableau, or Qlik is preferred.
  • Ability to collaborate with diverse constituencies, including government agencies and non-governmental organizations.
  • Strong communication skills, both written and oral.
  • Problem-solving abilities, with a capacity to handle multiple tasks simultaneously.
  • Familiarity with principles of policy, mental and behavioral health, and law enforcement.

  • The position is a Special Appointment under the State’s personnel system. Please note your employment is contingent upon passing the vetting process, an interview with the Appointments Office, and passing a required criminal history records check through the fingerprint process.
  • This is a full time (40 hours a week) contractual position (providing funding is available, a personal service contract is issued on an annual basis).
  • Depending on qualifications and experience, the annual salary range for this position would be $55,606 to $65,680.
  • Occasional travel is required for meetings.
  • Telework opportunities are available.
