The Virginia Tech Institute for Policy and Governance (VTIPG) is seeking a Court Specialist to work in the Federal Reimbursement Unit (FRU) to determine the eligibility of foster children in public assistance programs, specifically Title IV-D (Child Support). The Institute has a long-term contractual relationship with Fairfax County to support the implementation of multiple child welfare programs in that jurisdiction. The individual in this role is expected to implement and monitor the process of establishing Judicial Support orders for the non-custodial parents of children placed in foster care, while working closely with the multiple county and state partners. The ideal candidate will have the ability effectively research and interpret data, as well as build working relationships with a diverse group of stakeholders.

- Research and assess information from the state data systems to identify and locate the noncustodial parents and interpret state and federal policy to determine eligibility.
- Prepare and file petitions and act as the agent of the Department of Family Services (DFS) in juvenile court proceedings with the goal of obtaining a Judicial Support order for all children entering foster care.
- Conduct interviews with parents and Fairfax DFS management and staff to gather information needed to make accurate determinations for Title IV-D eligibility and to calculate the amount of child support to be ordered by the judge.
- Maintain accurate knowledge of federal and state laws, rules, and regulations and modify procedures to implement changes.
- Provide technical assistance and training to county management and staff as needed.
- Prepare statistics for reports to meet contract deliverables to the county.
