Center of Excellence Data Analyst
Location: Anne Arundel, MD
Salary: $25.80 - $27.74/hour
Policy - Assist the COE with data policy requirements per Senate Bill 305 (2020), Senate Bill 857 (2021) and House Bill 1018 (2022).
Data Collection & Analysis - Work with the COE team to create procedures for sharing deflection and diversion statistics between relevant state agencies. Work with the MCRIC to develop a strategic plan that includes a “racial impact analysis.” Create a scorecard of quantifiable safety indicators and other specified data in coordination with other relevant agencies.
Reporting Requirements - Collaborate on the data aspects of the statewide strategic plan and provide updates annually.
Meetings - Represent the Office and Administration on committees, councils, work groups, conferences, and other events as needed.
Minimum Qualifications
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of administrative staff or professional work.

1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
Preference will be given to candidates who have the following preferred skills:
- Experience working in one or more of the following areas: criminal justice, mental and behavioral health, victim services, social work, and/or counseling.
- Skills in data management, statistical analysis, research techniques, and survey implementation.
- Working knowledge using data visualization tools such as Power BI, Tableau, or Qlik (preferred).
- Experience working with a diverse constituency, including various levels of local, state, and federal agencies as well as non-governmental organizations.
