The Domestic Relations Intake Officer is a 40-hour a week position. Domestic Intake handles intake and mediation for custody, visitation, support, family abuse and other family issues. We work with culturally diverse clientele, often requiring language interpreters and cultural sensitivity. Intake Officers meet with clients in person as well as remotely. 

Component duties include gathering facts and historical case information and interviewing the client; assessing the information gathered and informing the client as to the options and educating them as to the intake process; preparing documents for court and informing client regarding other resources and making appropriate referrals for mediation or other services; preparation of protective orders; training and special projects including providing mediation services. May work in the Mediation Unit preparing cases for mediation and closing them following mediation. Must be able to deal with a wide variety of people, some of whom are volatile and emotionally distraught. Must be able to multitask, prioritize and work within limited time constraints.

Provides intake services, determines probable cause, issues related to jurisdiction, venue and appropriateness of filing petitions and/or issuance of detention or shelter care orders; Reviews complaints filed by law enforcement and citizens, conducts assessments to determine appropriateness for diversion;
Case manages diversion clients;
Decisions are made in compliance with the Code of Virginia, and Department of Juvenile Justice and/or Court Services Unit policies and procedures.

Job Summary

This position is located in the Department of Forensic Sciences (DFS). Duties and Responsibilities

The Forensic Scientist (Crime Scene)/Crime Scene Analyst investigates crime scenes in various locations in the city; assists with sealing the crime scene to protect and preserve important and critical evidence(s) and ensures that all persons who enters/visits the crime scene do not tamper with any evidence to avoid “evidence tampering” which might become an issue in court proceedings. Collects fingerprints/palm prints, tire and shoe prints, tool mark impressions, firearms, wound imprints of the deceased person(s), hair, clothing, fibers, and biological evidence to facilitate positive identification and/or elimination; and analyzes and records crime scenes showing correlation between evidence and the scene and performs various chemical and photographic processes in the field or laboratory. Attends autopsies to photograph injuries and fingerprint the deceased for identification purposes. Photographs evidence at the crime scene that specifically correlates with collected data using digital cameras and other evidence deemed appropriate for the case.

The incumbent observes and follows the established and/or standard evidence control procedures to maintain the proper chain-of-custody on evidence, collected evidence, proper packaging, storage, and integrity; and ensures evidence is locked securely in a duly designated location before and after analysis. Advises on scene response in each case, including those involving deaths, especially when homicide is suspected.  Identifies and evaluates risks including but not limited to hazardous materials in the field and the laboratory. Conducts a wide variety of complex and difficult analyses; determines and decides the appropriate tests, methods, and procedures to use; and performs qualitative and quantitative analyses by using specific techniques, including but not limited to physical testing, visual analysis, identification and classification, comparisons, etc. Testifies in court as an expert witness in connection with the evidence processed, developed, and preserved. Prepares detailed reports and supplements; and accepts documents and bar codes evidence associated with each crime scene case. May provide technical guidance to lower-level staff in crime scene related topics. Qualifications and Education

This is an Interdisciplinary Position that involves work in two different occupations which may be filled under the Forensic Scientist, 0401 Series or the Crime Scene Analyst, 0301 Series, depending on the qualifications of the person selected. 

A Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position or courses equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines in addition to one (1) year of specialized experience equivalent to the CS-11 grade level. Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills and abilities to successfully perform the duties of the position to include such work as: investigating and analyzing crime scenes; protecting and preserving important and critical evidence; or performing similar crime scene work.

Licensure and Certifications

Work Environment

This position’s duty station will be housed within the Consolidated Forensic Laboratory (CFL) which is a protection-sensitive facility. As such, incumbents of this position are designated as safety-sensitive and shall be subject to criminal background checks, background investigations, and pre-employment drug and alcohol testing, and other requirements as applicable.  Due to the handling of primary evidence, the applicant will be required to submit a buccal swab for the purposes of the DNA Quality Control database for the DFS.

The nature of the DFS mission necessarily involves the potential risks associated with biological or chemical hazards, including morgue functions. This position is located in the Metropolitan Police Department (MPD) and operates underneath either the Patrol Services South (PSS) Bureau or the Patrol Services North (PSN) Bureau. The position is responsible for responding to non-priority calls for service. Community Safety Ambassadors (CSAs) provide support to the department’s sworn members in non-emergency, non-priority situations; engage in community outreach with the public; and offer a visible, community-based police support function to enhance MPD’s service to the public. CSAs are non-sworn members of MPD who are authorized to assist sworn members in the performance of certain duties that do not require law authority to make arrests; they are essential components of the department’s efforts to provide quality service to the residents and visitors of the District of Columbia.

By focusing of non-exigent calls for service and quality of life issues, CSAs help to free up police officers to focus more on crimes requiring an armed response. CSAs shall not replace other job classifications, although they may support such work if needed.

This Community Safety Ambassador position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.

The incumbent will be responsible for the following:

  • CSAs are intended to support Patrol Services by responding to low priority and non-emergency calls for service. CSAs will also assist with other functions that do not require a sworn officer’s response. CSAs contribute to MPD’s mission statement by assisting with community engagement functions, special events, crime prevention initiatives, and other tasks as determined by their commanding officers. The CSA program is intended to supplement the efforts of officers in the field and to reduce the number of non-emergency calls to which sworn members must respond.
  • Pursuant to MPD policies, supervisors shall use their discretion when assigning tasks to CSAs, however, their safety, training, and ability to complete tasks should always be considered. The following is a list of tasks that CSAs may perform. This list is not intended to limit their duties and responsibilities; CSAs may also be utilized to supplement other department functions as needed and as outlined by departmental policies, directives, and procedures.
  • Responds to non-emergency calls for service, as outlined by MPD policy, where there is no known suspect and no indication of risk to the responder (e.g., property damage, theft, and abandoned / recovered property).
  • Assists in non-hazardous area searches as required.
  • Assists the community in any non-hazardous situations and situations which do not involve criminal activity.
  • Responds to traffic crashes not involving criminal offenses (e.g., hit-and-runs, DUI) or fatalities. Responds to traffic hazards and resolves them safely or directs traffic until the hazards have been mitigated.
  • Directs traffic at special events, fires, traffic accidents, school crossings, and other incidents as directed by a supervisor.
