As an Intelligence/Crime Analyst, you will analyze crime data and criminal intelligence information to assist the Airports Authority’s Police Department with crime prevention and investigation.

Intelligence/Crime Analyst

Serves in the Criminal Investigations Division of the Police Department in the Office of Public Safety at Dulles International Airports (IAD).

Collects, researches, and analyzes information and intelligence on criminal and terrorist activities Identify patterns and trends to assist the department in the deployment of resources to prevent crime and to assist investigators in the apprehension of offenders as well as the clearance of cases. Performs related functions.

GENERAL RESPONSIBILITIES

Collects criminal and terrorist intelligence information and data from a variety of sources and enters it into databases and records management systems.

Acts as a liaison between the department and other federal, state, and local agencies with intelligence gathering responsibilities.  

Researches and analyzes the data and information to identify patterns, structures, trends, and movements of criminal groups or individuals using statistical analysis.  Uses results to predict location and timing of crimes.

Uses Geographic Information Systems (GIS) to create maps and charts of criminal activity and show relationships between geography and crime, patterns, and “hot spots.”

Conducts research to create profiles of offenders and arrestees modus operandi to assist officers.

Provides tactical support for criminal investigations such as developing suspect leads; identifying links between addresses, phone numbers, vehicles, bank accounts, and other data; and identifying connections between cases.

Drafts reports of findings and presents analyses and information using maps, charts and graphs to law enforcement personnel.

Develops and recommends new and modified analytical techniques and systems for identifying, documenting, and tracking threatening situations, situations, and issues affecting security.

Writes crime trend reports and bulletins for use by uniform personnel in their daily work.

Researches and responds to specific data requests from detectives conducting investigations.

Compiles monthly and annual reports on crime and accident statistics.

Coordinates programs for gathering, documenting, and analyzing threat assessments, and criminal intelligence data and information within the Department and Airports Authority.

Serves as liaison to other law enforcement agencies to coordinate exchange of intra- and interstate information. Establishes and maintains a network of internal and external contacts.

Attends patrol briefings and meets with detectives to provide and receive information on crimes, suspects, and cases.

Collects crime and intelligence bulletins from surrounding law enforcement agencies and highlights information relevant to the Airports Authority. Monitors pawn transaction data for items stolen in the Airports Authority’s and outside jurisdictions.

Conducts analysis using intelligence and information from multiple sources to assess, interpret, forecast, and explain a range of national and airport centric security issues and developments that are regional or functional in nature.

Provides analytic support to collections, operations, investigations, and other intelligence analytic requirements. Provides all-source analysis to include research, evaluation and deconfliction of open-source classified reporting, technical intrusion information, other agency all-source finished intelligence, open-source information, and other relevant data.

Conducts all-source analytic production on sources and products of information available from public, private, and U.S. and Foreign Government open-source materials within established security protocols.

Analyzes foreign and domestic-based publicly available information to identify trends, patterns, and relationships that provide unique insights to address intelligence requirements.

Generates briefing material, written products, and simple graphics to convey analysis both verbally and in writing for key stakeholders.

Implements data analysis practices to assess trends and patterns of information operations networks and aid in determining potential and expected impacts.

Identifies emerging operations and trends based upon extensive research into information threat activity and determine pertinent communications, countermeasures, and recommendations for decision makers, with minimal assistance or oversight.

Provides credible testimony in court.

Performs other duties as assigned.


QUALIFICATIONS

Three years of progressively responsible experience in crime analysis and/or criminal intelligence.

Ability to perform detailed data analysis using research methods, theory, and statistics to conduct multivariate statistical and analytical studies of crime data and to make recommendations.

Ability to develop and maintain relational databases/spreadsheets.

Knowledge of the concepts and methods of collecting and analyzing law enforcement and crime data and ability to apply it to assist in strategic planning, crime prevention, tactical operations, investigations, and deployment of resources for law enforcement.

Knowledge of and ability to apply law enforcement processes and guidelines to collecting, analyzing, and interpreting crime data and to assist police deployment, responses, and investigation.

Skill in using a computer and modern office suite software, including spreadsheets, statistical software, graphics, records management, and GIS.

Strong oral and written communication skills and an ability to express and present detailed information in non-complex, easily understood written and graphic formats.

Ability to provide credible testimony in court.

Ability to successfully complete an Airports Authority background check and receive a Federal security clearance.

PREFERRED QUALIFICATIONS

Have a security clearance or ability to obtain a security clearance.

Formal Intelligence Analysis Training.

An Associate Degree or Bachelor’s Degree in Criminal Justice, Social Science, Crime and Intelligence Analysis, or related field.

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).
