Duties

  • Prepare and initiate correspondence, reports relating to victim/witness assistance program.
  • Develop and present special victim/witness issues at quarterly meetings.
  • Maintain records and balance expenditure of installation funds designated for agency.
  • Coordinate services with federal and local governmental, civilian, and non-profit organizations.
  • Provide legal support and services to victims and witnesses in accordance with applicable regulations and other guidance and provides litigation support to Special Victim Prosecutors.
  • Stay current with legal aspects of victims and witnesses' rights through legal research and annual training.
  • Perform investigative duties in preparation for trial by court-martial such as locating witnesses worldwide, interviewing witnesses, and providing to the trial attorney summaries of the interview of essential witnesses.
  • Provide status to victim and /or witnesses regarding investigation, apprehension, trial, conviction and/or release.

  • Must be able to obtain and maintain a Secret security clearance.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-09 Position: Specialized Experience: One year of specialized experience which includes: assist in developing victim and witness correspondence; provide legal support from sources such as, Manual for Courts-Martial and/or Uniform Code of Military Justice; provide administrative assistance for Victim-Witness Assistance Programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: legal study, Criminal Justice, Law.
OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11 Position: Specialized Experience: One year of specialized experience which includes: provide legal support, guidance, and litigation support to Special Victim Prosecutors, perform investigative duties, such as locating and interviewing witnesses and coordinate and/or facilitate Victim-Witness Assistance Programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: legal study, Criminal Justice, Law.

OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Duties described reflect the full performance GS-11 level. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision.
