Essential Functions: The Courtroom Clerk performs experienced clerical work assisting the Judge within a courtroom for Prince George's County Circuit Court. Duties and responsibilities include but are not limited to calling cases; administering oaths; marking and tracking exhibits; keeping a record of the names of witnesses; and listening to events that occur. The Courtroom clerk transfers a Judge's decision and/or ruling to entries that make a permanent record; distributes documented court rulings to other agencies and divisions; and ensures that all functions of the Judiciary in the courtroom are completed with accuracy. In court responsibilities include Prepare courtroom; ensure dockets are in order and necessary forms are available; take simultaneous notes of court proceedings to make a written record for case file which include civil, criminal, family, juvenile, paternity, and District Court appeals. Generate all necessary paperwork and secure necessary signatures on forms. Prepare Probation Orders and generate Domestic Violence Protective Orders and Peace Orders. Example of forms include bail bonds; temporary commitments; release forms; recall bench warrant forms; cost sheets; advice of rights forms; and probation contracts. Administer oaths and keep accurate records of witnesses. Empanel jury and receive verdict. Operate recording system. Create and maintain a detailed computer time and activity log of court proceedings. Scan documents/exhibits into MDEC system. Maintain accurate records of exhibits that are admitted or marked for identification only. Process exhibits for further hearing, taken under advisement or appeal purposes. Type docket entries into the computer system; print forms; stock cabinets and courtrooms with forms and supplies. Scan documents/exhibits into anticipated new MDEC system. Handle phone and counter inquiries from attorneys, judges? chambers, and other State agencies such as Parole and Probation, Social Services, juvenile services, detention facilities, and Department of Calendar Management.
Education: High School diploma (or GED equivalent).
Experience: Two (2) years of work experience, to include one (1) year in court operations or in the fields of criminal justice, parole and probation, legal or financial services.
Note: A Bachelor's Degree may substitute the required work experience.
A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.
A Paralegal Certificate may substitute the required work experience.
Knowledge, Skills & Abilities: Knowledge of court forms, practices, procedures, protocols, systems, and equipment required to support the specialized work of the assigned unit(s); legal terminology and court procedures; judicial policies, procedures, and forms; basic English and arithmetic to include, but not limited to, spelling, punctuation, addition, subtraction, multiplication, and division.
Skill in operation of recording equipment, computer terminals, and related software; typing on a personal computer; managing priorities to meet critical deadlines while multitasking.
Ability to acquire knowledge of Maryland Judiciary procedures, rules, practices, regulations, and jurisdictional courts; make work decisions in accordance with laws, regulations, rules, and Judiciary policies and procedures. Apply job-related terminology, policies, procedures, regulations, and laws to define problems, collect data, establish facts, record data, appropriately complete forms, and provide information to customers; communicate clearly, tactfully, and effectively with judges, the public, police agencies, attorneys, and other court officials and personnel, both verbally and in writing. Follow procedures, verbal and written instructions, and protocols for any given assignment. Multitask, adjust to situations quickly, set priorities, and handle pressure in a fast-paced environment. Work within time constraints, meet fixed deadlines, and demonstrate good organizational skills. Handle sensitive or difficult situations requiring discretion and confidentiality.
