Spring & Summer 2023 Internships | DC Office of Police Complaints

The District of Columbia’s Office of Police Complaints (OPC) is seeking several enthusiastic and dedicated college interns for internships. OPC is a District of Columbia government agency that receives, investigates, and resolves citizen complaints of police misconduct filed against Metropolitan Police Department and D.C. Housing Authority officers. OPC provide an independent and impartial forum for the processing of police misconduct complaints and promotes the highest attainable standard of integrity, professionalism, and accountability in the District’s police department and housing authority officers. 

College interns work alongside experienced staff on a variety of projects. The primary duties of college interns are to assist with police misconduct investigations by collecting and reviewing evidence, participating in interviews, and drafting investigative memos and reports. Duties also may include special projects being conducted by the agency. In addition, interns may assist with responding to information requests from the public and conducting community outreach events designed to disseminate information about the agency and its function. 

Summer interns must commit to working 40 hours per week and Spring and Fall interns must commit to working at least 16 hours per week to be considered for the program. Fall and spring internships are unpaid, but can be done in conjunction with a course for academic credit. There is a stipend paid for summer internships as budget allows. 

Applicants should have strong research, writing, and interpersonal skills, and be able to work with diverse populations. Courses in government, political science, public policy, civil rights, and criminal justice are viewed favorably, as are foreign language skills especially Spanish.

Position Description
The Federal Reserve Board Reserve Bank Operations and Payment System’s Protection Section is seeking a college student interested in criminal justice related field of work. The year-round intern will help assist the section provide guidance and assistance to Reserve Banks, the Board of Governors, and Board staff on issues related to protecting and maintaining the resiliency of Federal Reserve operations and critical infrastructure, and operating Federal Reserve law enforcement units. Job Summary
The Office of Police Complaints (OPC) is an independent District of Columbia Government agency that receives, investigates, and resolves police misconduct complaints by the public against Metropolitan Police Department (MPD) and D.C. Housing Authority Police Department (DCHAPD) officers.

The work at this grade level involves performing the full range of investigative assignments of substantial difficulty in resolving conflicts in facts or evidence. The incumbent is responsible for cases ranging from routine to complex in nature. The nature of assignments requires considerable skill in establishing the interrelationship of facts or evidence.

Duties and Responsibilities
Conducts initial case intake. Plans, organizes, and conducts investigations of police misconduct complaints filed by the public, including complaints alleging harassment, the use of unnecessary or excessive force, the use of language or conduct that is insulting, demeaning, or humiliating, discriminatory treatment, retaliation, and failure to provide or display identification. The incumbent is expected to plan and conduct investigations using ingenuity, independence, and the ability to adapt the investigative plan to meet unanticipated developments. Obtains necessary background information by reviewing all pertinent documents in file, including complaint form, MPD records, medical records, photographs, video evidence, and other materials. Conducts complete and thorough interviews of complainants, witnesses, and officers to obtain factual statements and leads to other evidence. Makes incident site visits to locate and interview witnesses, examine the incident scene, take photographs, prepare diagrams, or gather other evidence.

Plans investigation, determining the methods and procedures necessary to obtain essential information. Investigations vary based on the allegations, and investigative plans are regularly updated as the investigation progresses. Gathers documents, records, or other evidence necessary for a complete and thorough investigation. Prepares detailed written reports summarizing the results of the investigation and analyzing the allegations in a complaint based on the evidence gathered. Documents all investigative steps and keeps detailed records regarding the investigation. Maintains the paper complaint files and enters data and investigative materials in the agency’s complaint management system. Works with investigative supervisors to revise and finalize reports, which are used by the agency’s executive director and deputy director, as well as members of the Police Complaints Board (PCB), which is OPC’s governing body, and complaint examiners. Participates in meetings with officials of the Metropolitan Police Department, the PCB, and other agencies, groups, or stakeholders, furnishing necessary information to all parties concerned.

Qualifications and Education 
This position requires one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. 

Bachelor's degree in criminal justice, law enforcement, business law or other closely related field, plus two (2) years of work-related experience is preferred; Or an equivalent combination of relevant education, training and experience is preferred.

Spring 2023 Internship | Office of the Attorney General for the District of Columbia

The Office of the Attorney General for the District of Columbia (OAG) seeks highly qualified undergraduate and graduate students to work as volunteer interns during the academic year and summer vacation. OAG’s internship program provides students with a challenging experience that reflects the demands and rewards of public service. Each year OAG recruits a diverse population of interns from educational institutions across the United States, as well as internationally. OAG has a wide-ranging practice area that offers students an array of interest areas to select from.

Interning at OAG is a great experience! You will get involved in a variety of interesting legal tasks, such as assisting attorneys with legal research, motions, advice memos, discovery, and trial. On any given day you may be researching, gathering documents, answering interrogatories, or taking notes during a witness deposition. Or, you may be needed to assist attorneys at trial or a hearing and see first hand how to select a jury, or make a dynamic opening statement.

Many OAG interns find themselves in the midst of newsworthy and politically charged cases. Apply to become a Feller Center BSOS Peer Mentor!


The Peer Mentor Program is a component of the services the Feller Center Advising Center in BSOS offered to students. Through their service to fellow students, Peer Mentors gain valuable skills in public speaking/presentation, professionalism, and leadership. Peer Mentors primarily facilitate BSOS Graduation Planning Workshops each semester and conduct various presentations in BSOS UNIV100 classes. In preparation for these activities, all new Peer Mentors attend a mandatory class session once a week for their first semester as a Peer Mentor.  All applicants are expected to serve for a minimum of two semesters.  The program will be held in person once weekly.  

Peer Mentors earn one graded academic credit after each successfully completed semester. All interested applicants must complete a BSOS Peer Mentor Application. Applications due by January 6th, 2023 at 11:59 PM.

The International Association of Chiefs of Police (IACP) is seeking an intern to join our team for the Spring of 2023 from January through April 2023. The ideal candidate will be studying, recently graduated, and/or has experience in and be interested in criminal justice, law, forensic psychology, research, meetings, communication, or policy. Interns will be exposed to presentations and networking opportunities in the field of research, policy, and law enforcement. Open to allowing experiences in other topics of interest if feasible, and as they arise.

Various projects you may work on:

  1. Assistance with projects related to improving law enforcement-based responses to people with mental health disorders and intellectual and developmental disabilities.
  2. Assistance with organizing a focus group meeting and translating research documents for use by the field, for the IACP/UC Research Center.   
  3. Assistance, as needed, with the NIJ LEADS Scholars program - which is designed to coordinate networking and professional development opportunities for the LEADS Scholars.
  4. Data entry of speakers, sessions, events into event management database. (2) Aid in mobile app updates for annual conference. (3) Assist with direct-bill accounts for annual conference hotels. (4) Assist Conference Manager with Banquet & other event orders. (5) Assist with reviewing meeting space requests from group managers for space use during IACP 2021. (6) Aid in monitoring hotel pick-up reports. (7) Other duties related to the planning and logistical management of the annual conference as assigned.
  5. Assistance with administrative and logistical support for the Law Enforcement Policy Center, as well as researching, editing, and formatting Policy Center documents.   
  6. Assistance on IACP management studies as needed. 
  7. Additional tasks or projects as needed.

Education/Areas of Study:   

  • Forensic Psychology, Law, Criminology, Policy, Criminal Justice, Event/Meeting/Hotel/Hospitality Management, Business Management, or a related field   

Qualifications & Eligibility:   

  • Applicant must be a college student, a graduate student, or a recent graduate within the past six months
  • Self-starter who is organized and able to work independently
  • Minimum 3.0 grade point average 
  • Excellent computer skills 
  • Strong Microsoft Word, Excel, and PowerPoint experience and capabilities 
  • A strong detail-oriented mindset 
  • Ability to multi-task, prioritize and meet deadlines

The Commission seeks Document Analysts for the Office of Research and Data. The incumbents' daily activities will focus on analyzing electronic sentencing documents, extracting sentencing data, and accurately entering the information into an electronic database according to established criteria.

Duties
Duties include:
  • Learning federal sentencing guideline application according to established procedures.
  • Ensuring sentencing documents are received in a format that is approved and required by the Commission.
  • Identifying and screening out non-guidelines cases mistakenly forwarded by the courts.
  • Timely and accurately analyzing and processing documents relating to original sentences according to established procedures; identifying, interpreting, and extracting sentencing information and accurately entering data into an electronic database.
  • Timely and accurately analyzing probation violations, supervised release violations, and re-sentencing documents, and accurately entering data into an electronic database regarding document status and updated sentencing information.
  • Attempting to resolve database error messages before cases are completed; properly documenting issues, noting processing difficulties and identifying cases that need follow-up or resolution.
  • Coordinating workflow with the document analyst manager to ensure organizational needs are met in a timely fashion.
  • Complying with established office procedures, maintaining confidentiality and protecting the privacy and security of all federal sentencing documents and confidential court documents received.
  • Completing special projects as directed by the Document Analyst Manager.

Qualifications

MANDATORY QUALIFICATION REQUIREMENTS
Applicants must have one year of specialized experience at the next lower grade level which is in or directly related to the line of work of this position, or experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Applicants must have excellent analytical and organizational skills.

Applicants must have demonstrated work experience related to the mandatory requirements listed below and must address the qualification requirements in an attached cover letter.
  • Knowledge of the types of sentencing documents used in federal criminal cases, the federal sentencing guidelines, and the federal criminal justice system.
  • Ability to handle multiple assignments, focus on details, and produce precise work products in a timely manner to ensure deadlines are met.
  • Knowledge and demonstrated data processing experience and knowledge of data quality assurance procedures.
  • Ability to analyze federal sentencing documents, identify sentencing variables and interpret sentencing information with respect to the way the federal sentencing guidelines were applied in a particular case.
  • Ability to interact successfully with staff at all levels and work effectively as a team member.

PREFERRED QUALIFICATIONS
Preference will be given to applicants with one or more of the following areas of experience:

The Amtrak Police Department’s Intelligence Unit is seeking a qualified intern whose primary responsibilities will be the gathering and analyzing of current trends related to the counterterrorism mission of the Amtrak Police Department. Trends and data are gathered through the department’s suspicious activity reporting program, its record management system, through partnerships with federal, state, and local partners, as well extensive use of open-source resources.  The intern will work on a variety of projects with a strong focus in national security.
